1
وَيْلٌۭ لِّلْمُطَفِّفِينَ ﴿1﴾
Wailul lil mutaffifeen
Woe to those who give less [than due],
ناپ اور تول میں کمی کرنے والوں کے لیے خرابی ہے
2
ٱلَّذِينَ إِذَا ٱكْتَالُوا۟ عَلَى ٱلنَّاسِ يَسْتَوْفُونَ ﴿2﴾
Allazeena izak taaloo 'alan naasi yastawfoon
Who, when they take a measure from people, take in full.
جو لوگوں سے ناپ کر لیں تو پورا لیں
3
وَإِذَا كَالُوهُمْ أَو وَّزَنُوهُمْ يُخْسِرُونَ ﴿3﴾
Wa izaa kaaloohum aw wazanoohum yukhsiroon
But if they give by measure or by weight to them, they cause loss.
اور جب ان کو ناپ کر یا تول کر دیں تو کم کر دیں
4
أَلَا يَظُنُّ أُو۟لَٰٓئِكَ أَنَّهُم مَّبْعُوثُونَ ﴿4﴾
Alaa yazunnu ulaaa'ika annahum mab'oosoon
Do they not think that they will be resurrected
کیا یہ لوگ نہیں جانتے کہ اٹھائے بھی جائیں گے
5
لِيَوْمٍ عَظِيمٍۢ ﴿5﴾
Li Yawmin 'Azeem
For a tremendous Day -
(یعنی) ایک بڑے (سخت) دن میں
6
يَوْمَ يَقُومُ ٱلنَّاسُ لِرَبِّ ٱلْعَٰلَمِينَ ﴿6﴾
Yawma yaqoomun naasu li Rabbil 'aalameen
The Day when mankind will stand before the Lord of the worlds?
جس دن (تمام) لوگ رب العالمین کے سامنے کھڑے ہوں گے
7
كَلَّآ إِنَّ كِتَٰبَ ٱلْفُجَّارِ لَفِى سِجِّينٍۢ ﴿7﴾
Kallaaa inna kitaabal fujjaari lafee Sijjeen
No! Indeed, the record of the wicked is in sijjeen.
سن رکھو کہ بدکارروں کے اعمال سجّین میں ہیں
8
وَمَآ أَدْرَىٰكَ مَا سِجِّينٌۭ ﴿8﴾
Wa maa adraaka maa Sijjeen
And what can make you know what is sijjeen?
اور تم کیا جانتے ہوں کہ سجّین کیا چیز ہے؟
9
كِتَٰبٌۭ مَّرْقُومٌۭ ﴿9﴾
Kitaabum marqoom
It is [their destination recorded in] a register inscribed.
ایک دفتر ہے لکھا ہوا
10
وَيْلٌۭ يَوْمَئِذٍۢ لِّلْمُكَذِّبِينَ ﴿10﴾
Wailuny yawma'izil lil mukazzibeen
Woe, that Day, to the deniers,
اس دن جھٹلانے والوں کی خرابی ہے
11
ٱلَّذِينَ يُكَذِّبُونَ بِيَوْمِ ٱلدِّينِ ﴿11﴾
Allazeena yukazziboona bi yawmid deen
Who deny the Day of Recompense.
(یعنی) جو انصاف کے دن کو جھٹلاتے ہیں
12
وَمَا يُكَذِّبُ بِهِۦٓ إِلَّا كُلُّ مُعْتَدٍ أَثِيمٍ ﴿12﴾
Wa maa yukazzibu biheee illaa kullu mu'tadin aseem
And none deny it except every sinful transgressor.
اور اس کو جھٹلاتا وہی ہے جو حد سے نکل جانے والا گنہگار ہے
13
إِذَا تُتْلَىٰ عَلَيْهِ ءَايَٰتُنَا قَالَ أَسَٰطِيرُ ٱلْأَوَّلِينَ ﴿13﴾
Izaa tutlaa'alaihi aayaatunaa qaala asaateerul awwaleen
When Our verses are recited to him, he says, "Legends of the former peoples."
جب اس کو ہماری آیتیں سنائی جاتی ہیں تو کہتا ہے کہ یہ تو اگلے لوگوں کے افسانے ہیں
14
كَلَّا ۖ بَلْ ۜ رَانَ عَلَىٰ قُلُوبِهِم مَّا كَانُوا۟ يَكْسِبُونَ ﴿14﴾
Kallaa bal raana 'alaa quloobihim maa kaanoo yaksiboon
No! Rather, the stain has covered their hearts of that which they were earning.
دیکھو یہ جو (اعمال بد) کرتے ہیں ان کا ان کے دلوں پر زنگ بیٹھ گیا ہے
15
كَلَّآ إِنَّهُمْ عَن رَّبِّهِمْ يَوْمَئِذٍۢ لَّمَحْجُوبُونَ ﴿15﴾
Kallaaa innahum 'ar Rabbihim yawma'izil lamah jooboon
No! Indeed, from their Lord, that Day, they will be partitioned.
بےشک یہ لوگ اس روز اپنے پروردگار (کے دیدار) سے اوٹ میں ہوں گے
16
ثُمَّ إِنَّهُمْ لَصَالُوا۟ ٱلْجَحِيمِ ﴿16﴾
Summa innahum lasaa lul jaheem
Then indeed, they will [enter and] burn in Hellfire.
پھر دوزخ میں جا داخل ہوں گے
17
ثُمَّ يُقَالُ هَٰذَا ٱلَّذِى كُنتُم بِهِۦ تُكَذِّبُونَ ﴿17﴾
Summa yuqaalu haazal lazee kuntum bihee tukazziboon
Then it will be said [to them], "This is what you used to deny."
پھر ان سے کہا جائے گا کہ یہ وہی چیز ہے جس کو تم جھٹلاتے تھے
18
كَلَّآ إِنَّ كِتَٰبَ ٱلْأَبْرَارِ لَفِى عِلِّيِّينَ ﴿18﴾
Kallaaa inna kitaabal abraari lafee'Illiyyeen
No! Indeed, the record of the righteous is in 'illiyyun.
(یہ بھی) سن رکھو کہ نیکوکاروں کے اعمال علیین میں ہیں
19
وَمَآ أَدْرَىٰكَ مَا عِلِّيُّونَ ﴿19﴾
Wa maaa adraaka maa 'Illiyyoon
And what can make you know what is 'illiyyun?
اور تم کو کیا معلوم کہ علیین کیا چیز ہے؟
20
كِتَٰبٌۭ مَّرْقُومٌۭ ﴿20﴾
Kitaabum marqoom
It is [their destination recorded in] a register inscribed
ایک دفتر ہے لکھا ہوا
21
يَشْهَدُهُ ٱلْمُقَرَّبُونَ ﴿21﴾
Yashhadu hul muqarra boon
Which is witnessed by those brought near [to Allah].
جس کے پاس مقرب (فرشتے) حاضر رہتے ہیں
22
إِنَّ ٱلْأَبْرَارَ لَفِى نَعِيمٍ ﴿22﴾
Innal abraara lafee Na'eem
Indeed, the righteous will be in pleasure
بےشک نیک لوگ چین میں ہوں گے
23
عَلَى ٱلْأَرَآئِكِ يَنظُرُونَ ﴿23﴾
'Alal araaa'iki yanzuroon
On adorned couches, observing.
تختوں پر بیٹھے ہوئے نظارے کریں گے
24
تَعْرِفُ فِى وُجُوهِهِمْ نَضْرَةَ ٱلنَّعِيمِ ﴿24﴾
Ta'rifu fee wujoohihim nadratan na'eem
You will recognize in their faces the radiance of pleasure.
تم ان کے چہروں ہی سے راحت کی تازگی معلوم کر لو گے
25
يُسْقَوْنَ مِن رَّحِيقٍۢ مَّخْتُومٍ ﴿25﴾
Yusqawna mir raheeqim makhtoom
They will be given to drink [pure] wine [which was] sealed.
ان کو خالص شراب سربمہر پلائی جائے گی
26
خِتَٰمُهُۥ مِسْكٌۭ ۚ وَفِى ذَٰلِكَ فَلْيَتَنَافَسِ ٱلْمُتَنَٰفِسُونَ ﴿26﴾
Khitaamuhoo misk; wa fee zaalika falyatanaafasil Mutanaafisoon
The last of it is musk. So for this let the competitors compete.
جس کی مہر مشک کی ہو گی تو (نعمتوں کے) شائقین کو چاہیے کہ اسی سے رغبت کریں
27
وَمِزَاجُهُۥ مِن تَسْنِيمٍ ﴿27﴾
Wa mizaajuhoo min Tasneem
And its mixture is of Tasneem,
اور اس میں تسنیم (کے پانی) کی آمیزش ہو گی
28
عَيْنًۭا يَشْرَبُ بِهَا ٱلْمُقَرَّبُونَ ﴿28﴾
'Ainaiy yashrabu bihal muqarraboon
A spring from which those near [to Allah] drink.
وہ ایک چشمہ ہے جس میں سے (خدا کے) مقرب پیئیں گے
29
إِنَّ ٱلَّذِينَ أَجْرَمُوا۟ كَانُوا۟ مِنَ ٱلَّذِينَ ءَامَنُوا۟ يَضْحَكُونَ ﴿29﴾
Innal lazeena ajramoo kaanoo minal lazeena aamanoo yadhakoon
Indeed, those who committed crimes used to laugh at those who believed.
جو گنہگار (یعنی کفار) ہیں وہ (دنیا میں) مومنوں سے ہنسی کیا کرتے تھے
30
وَإِذَا مَرُّوا۟ بِهِمْ يَتَغَامَزُونَ ﴿30﴾
Wa izaa marroo bihim yataghaamazoon
And when they passed by them, they would exchange derisive glances.
اور جب ان کے پاس سے گزرتے تو حقارت سے اشارے کرتے
31
وَإِذَا ٱنقَلَبُوٓا۟ إِلَىٰٓ أَهْلِهِمُ ٱنقَلَبُوا۟ فَكِهِينَ ﴿31﴾
Wa izan qalabooo ilaaa ahlihimun qalaboo fakiheen
And when they returned to their people, they would return jesting.
اور جب اپنے گھر کو لوٹتے تو اتراتے ہوئے لوٹتے
32
وَإِذَا رَأَوْهُمْ قَالُوٓا۟ إِنَّ هَٰٓؤُلَآءِ لَضَآلُّونَ ﴿32﴾
Wa izaa ra awhum qaalooo inna haaa'ulaaa'i ladaaal loon
And when they saw them, they would say, "Indeed, those are truly lost."
اور جب ان (مومنوں) کو دیکھتے تو کہتے کہ یہ تو گمراہ ہیں
33
وَمَآ أُرْسِلُوا۟ عَلَيْهِمْ حَٰفِظِينَ ﴿33﴾
Wa maaa ursiloo 'alaihim haafizeen
But they had not been sent as guardians over them.
حالانکہ وہ ان پر نگراں بنا کر نہیں بھیجے گئے تھے
34
فَٱلْيَوْمَ ٱلَّذِينَ ءَامَنُوا۟ مِنَ ٱلْكُفَّارِ يَضْحَكُونَ ﴿34﴾
Fal yawmal lazeena aamanoo minal kuffaari yadhakoon
So Today those who believed are laughing at the disbelievers,
تو آج مومن کافروں سے ہنسی کریں گے
35
عَلَى ٱلْأَرَآئِكِ يَنظُرُونَ ﴿35﴾
'Alal araaa'iki yanzuroon
On adorned couches, observing.
(اور) تختوں پر (بیٹھے ہوئے ان کا حال) دیکھ رہے ہوں گے
36
هَلْ ثُوِّبَ ٱلْكُفَّارُ مَا كَانُوا۟ يَفْعَلُونَ ﴿36﴾
Hal suwwibal kuffaaru maa kaanoo yaf'aloon
Have the disbelievers [not] been rewarded [this Day] for what they used to do?
تو کافروں کو ان کے عملوں کا (پورا پورا) بدلہ مل گیا

Overview and History

Name

It is derived from the very first verse; Wayl-ul-lil mutaffifin.

Period of Revelation

The style of the Surah and its subject matter clearly show that it was revealed in the earliest stage at Makkah, when surah after surah was being revealed to impress the doctrine of the Hereafter on the people's minds. This Surah was revealed when they had started ridiculing the Muslims and disgracing them publicly in the streets and in their assemblies, but persecution and manhandling of the Muslims had not yet started. Some commentators regard this as a Madani Surah. This misunderstanding has been caused by a tradition from Ibn Abbas according to which when the Holy Prophet (upon whom be peace) arrived in Madinah, the evil of giving short weight and measure was widespread among the people there. Then Allah sent down Wayl ul-lil mutaffifin and the people began to give full weight and measure. (Nasa'i, Ibn Majah, Ibn Marduyah, Ibn Jarir, Baihaqi: Shu\`ab-il-Iman) But, as we have explained in the introduction to Surah Ad-Dahr, the common practice with the Companions and their successors was that when they found that a verse applied to a certain matter of life, they would say that it had been sent down concerning that particular matter. Therefore, what is proved by the tradition of Ibn Abbas is that when after his emigration to Madinah the Holy Prophet (upon whom be peace) saw that the evil was widespread among the people there, he recited this Surah before them by Allah's Command and this helped them mend their ways.

Theme and Subject Matter

The theme of this Surah too is the Hereafter. In the first six verses the people have been taken to task for the prevalent evil practice in their commercial dealings. When they had to receive their due from others, they demanded that it be given in full, but when they had to measure or weigh for others, they would give less than what was due. Taking this one evil as an example out of countless evils prevalent in society, it has been said that it is an inevitable result of the heedlessness of the Hereafter. Unless the people realized that one day they would have to appear before God and account for each single act they performed in the world, it was not possible that they would adopt piety and righteousness in their daily affairs. Even if a person might practice honesty in some of his less important dealings in view of "honesty is the best policy," he would never practice honesty on occasions when dishonesty would seem to be "the best policy". Man can develop true and enduring honesty only when he fears God and sincerely believes in the Hereafter, for then he would regard honesty not merely as "a policy" but as "a duty" and obligation, and his being constant in it, or otherwise, would not be dependent on its being useful or useless in the world.

Thus, after making explicit the relation between morality and the doctrine of the Hereafter in an effective and impressive way, in vv. 7-17, it has been said: The deeds of the wicked are already being recorded in the black list of the culprits, and in the Hereafter they will meet with utter ruin. Then in vv. 18-28, the best end of the virtuous has been described and it has been laid that their deeds are being recorded in the list of the exalted people, on which are appointed the angels nearest to Allah.

In conclusion, the believers have been consoled, and the disbelievers warned, as if to say: "The people who are disgracing and humiliating the believers today, are culprits who, on the Resurrection Day, will meet with a most evil end in consequence of their conduct, and these very believers will feel comforted when they see their fate."
